The main motivation for the design of this mega-complex, which is planned to house about 15,000 people, was the creation of open, semi-open and closed recreational spaces that could serve a massive user base. For this purpose, on the main entrance a square as wide as possible on Block E was designed. While defining this square with a horizontal D block extending over it, and a courtyard was etched in to allow natural air and light to be taken into the office blocks in the E block below. These hatches were also intended to enrich different altitudes by mixed use recreation areas. This was emphasized by the entrance to the square and by a large fringe positioned between the B block towers. While the experience on the square was supported by large-scale water games and green use, it was reinforced with partial, segmented eating and drinking units. The necessity for these units were created and intensified on the north side which aimed to protect the plaza against wind. The part to the west of the square was allocated to the residential user in a relatively more isolated form. In addition to this large square and courtyards, half-open floor gardens and social spaces were designed in the intersection of horizontal and vertical blocks and at the top of the tower.
